Yes, you can propogate Pussy Willow that way! Cut a young stem and put in a vase of water.
It will begin growing small roots. Takes time, but it will do that.
Of course you can just go buy one at the nursery, but if you feel like trying to grow one that way you most certainly can do it. Rooting compound may speed the roots.
I have propogated a weeping willow that way too!
