The butterfly bush is in a huge mixed border with viburnums and assorted shrubs and perennials that don't mind wet feet. Everything else is thriving as the butterfly bush looks to be, sans lack of bloom. I haven't fertilized because of the runoff, I just figured it didn't need it. Try a granual fertilizer that has high nitrogen content that u can throw onto the wet soil an allow to soak in..this should help it to bloom.
