Try a granual fertilizer that has high nitrogen content that u can throw onto the wet soil an allow to soak in..this should help it to bloom.
High NITROGEN content? Don't you mean Phosphorous? I would suggest a 5-10-5 granular every six weeks or a liquid feed of blossom plus or blossom booster every two weeks.
