little lily shoots

I have several asiatic and oriental lillies in my garden. Last year I noticed around the base of these flowers were little shoots. They are anywhere from right next to the main shoot to 3-4 inches away from the main shoot. This year there are several of them. Some are in clusters and some are alone. They are barely under the soil, I can see that they are about the size of a small single peanut. They grow a green leaf or shoot about 3-4 inches tall. My question is, are these new lily bulbs or are they something else? If they are new bulbs, how do I grow them? I live in Wisconsin and they survived the winter which surprised me since they are almost on the surface of the soil. Thank you for your help. Janet
