Lilac bushes

I have two large established lilac bushes. They have grown approx 15-20 feet high.
Blooming well but mostly at the tops. I want to cut back down lower that house line at the very least.
When is best time to cut back? After blooms have faded or in Fall? How do you cut back ? Agressively or in roulds, flat???

Please answer my questions and I am open to further suggestions.
