JUDY: Not knowing that much about the high desert area and Mimosa trees (being in the north country) here is my suggestion, for what it is worth.
Mimosa trees leaf out rather late for starters. Cut out the dead wood. After you have all the apparent dead wood, shape the tree cutting the larger branches back about 1/4 to 1/3, if the tree is alive and will recover, this should make the tree fuller and within some kind of balance. MVG Plant Dr.
