The best time to transplant is late spring/early summer when the tulip foliage is turning yellow and brown. You could transplant in bloom but would likely loose this year's and next year's bloom.

Tulips tend to decline as the years go by. Full sun and feeding with high phosphorous fertilizers will help with more blooms. The catalogs may tell you which varieties are better suited to naturalizing. Species tulips are good, but are much smaller.

It helps to cut the faded flower stem. Do not cut the foliage until it yellows and turns brown.

"We did get cold after it got warm. May be they got frost bit?"

Nope, tulips are hardy.
