Three years is not so long. They may be busy growing a good well established root system before turning their attention to top growth and flowers.
It is important that lilacs have a long day of direct sun. They may grow well enough in shade but not get enough energy to put out flowers.
Mulch the plants to retain moisture and add organic matter to the soil. Feed with a low nitrogen high phosphorous flowering plant food such as a 5-10-5 granular fertilizer. Follow label directions for application. Side dress the shrubs with garden limestone, lilacs like their soil a bit on the sweet side.
