CHARLES: Have you looked at the pines closely? It is about time for the pesky pine shoot moth worms to attack the new candles on pines. They can be hard to see.
Secondly, there is a fungus disease that is attacking scotch pine and it is fatal, it could be the start of that problem. I would contact a competent arborist in your area and have them come out and diagnose the problem, hopefully there is something you can do to correct the situation. MVG Plant Dr.
