Gee, Chris, I don't know what this is but I would guess it is a disease (fungus or bacteria) and not an insect. In my area we get a blight on the ashes for which the alternate host are the nearby and abundant salt marshes. Some years are worse than others. The tree loses its leaves and then later grows a second set the same season. The trees are quite resilient this way and are not normally killed from the blight unless in case of repeated heavy infestations year after year.
Perhaps something similar in your area.
I would suggest using a ziploc baggie and taking some samples to carry in to the garden centers or contacting an arborist.
