JANE: Any chance of installing a drain tile to take away the excess water that you find at the bottom of the bed. The tile would have to be below grade enough so you could overlay it with gravel and a felt cover to prevent the gravel and pipe getting filled with topsoil from the garden. MVG Plant Dr.
