When the foliage begins to turn yellow and brown it is okay to transplant the tulips. It is not necessary to wait till the fall. Replant at a depth of three times the height of the bulb. For example, if the bulb is two inches, you need an eight inch hole so that six inches of soil is above the top of the bulb. It is also good to have a couple of inches of good soil under the bulb for it to root in, so ideally you would have a ten inch hole. But, most people don't do this much work and the bulbs flower just fine.
