how to kill unwanted poplar tree roots.

M y neighbour has a huge poplar tree in his backyard and it's roots are in my backyard and also underneath my deck, how do I kill the roots of this tree? Or how do I stop the roots from growing?

The roots that are sprouting are almost at the level of my lawn, they are not really that deep underground.
