WILLIAM: You are the right track, "Arpp" should be hardy in your area. If it doesn't survive it could be due to soil conditions, the site must be very well drained, fertility is not a big issue. I'm in Tucson as I write this, and there are Rosemary hedges here in the desert. Hardiness to cold is not the issue here but the soil conditions are nothing but sand and gravel types and very dry.
