I don't know about England, but I do know about New England.
Usually there are just a few moles but they do an amazing amount of damage because most tunnels are used just once for feeding.
The best way is to trap them out but it does take some learning and skill to be successful.
You can repel them with a castor oil spray. Garden centers sell a ready mix or you can make your own.
