Doug: Copper Sulfate does a great job of killing most living plants including fish in a pond, at very low rates. But if you kill the roots causing the problem you will most likely kill the tree. If the tree dies you may be liable even years later if the tree falls and causes property damage or personal injury.
My first question is how old is the pipe? Any new installation would be plastic and then there would not be a problem if the pipe is solid and the joints are glued. My approach would be to trench down along the pipe and trim the roots as you go, hopefully the pipe is not too deep in the ground. After you have exposed the pipe you could replace the section that is the problem with plastic and glued joints. This would be the solution I would pursue first. Earl
