It should be okay to plant perennials now if the soil is workable. Usually the plant company ships at the appropriate time for planting. Perennials will not be harmed by the cold. Warm weather annuals need to wait until after the frost free date for your area. You don't want to plant in muddy soils or, well... obviously, frozen soil.
