Dogwood tree

I Planted a dogwood tree 2 years ago. I noticed at the
end of last season the bark was peeling off in spots and the leaves
were turning brown.

This season the tree has not started to grow yet..I live in Boston MA '
and most trees have starated to bloom over 3 weeks ago. Can I assume
the dogwood is dead? Thanks
