In live in SC and have about 40 rose bushes. I have successfully moved rose bushes after they have produced leaves, but I know that it is chancy. I guess I've just been lucky because the two that I have moved both lived and are now producing roses and one of them plenty of new growth. Take as much dirt as you can with the plant and be sure to pour the water to it after you have re-planted it. I usually throw in a bunc of mushroom compost into the hole that I replant it in so that it will have something to feed on when it does start producing new growth. I know that you're not supposed to move them this time of year, but I've done it. Good luck!
